Since 2001, the US TSA (Transportation Security Administration) has been scanning every piece of checked luggage on every flight and conducting physical searches since 2001. Security officers are authorised to break the locks or, in the case of TSA locks, to use the master key, which they alone have. This means that you can lock your suitcase with a numbered padlock without fear of it being damaged during security checks.

If during this period the bag is found to be defective, it will be repaired or replaced (at the discretion of the manufacturer) free of charge.
